TECHNICAL EXPERTISE
Structural Testing
Peter Lindsell & Associates have wide experience of full-scale and model testing of bridges and structures over a period of more than 25 years. Incremental live load tests have been applied to more than 120 bridge spans, constructed from cast iron, wrought iron, steel, reinforced and prestressed concrete. Structural instrumentation and in situ stress measurements have also been undertaken on numerous structures throughout the UK and abroad.
PROJECT EXPERIENCE

Introduced to live load testing of bridges in 1971 following the reconstruction and strengthening of five 3-span post-tensioned segmental bridges. Initiated a research programme involving the model testing of a range of typical concrete bridge abutments to assess the benefits of 3-D behaviour from 1975-79. Subsequently, designed and installed a long-term monitoring system to record the construction effects and earth pressures acting on a pair of spill-through bridge abutments from 1981-87 on behalf of the Transport and Road Research Laboratory. Additional research grants awarded by CIRIA and SERC from 1983-89 to develop structural monitoring and in situ stress measurement techniques to assess long-term losses of prestress in post-tensioned concrete structures. Major structures tested during this period included the concrete linings of the initial sections of the Channel Tunnel and several concrete box girder decks in service and during controlled dismantling.
Joint author of research reports for Transport Research Laboratory on Measurements of Prestress Losses and Additional Sources of Prestress Losses in post-tensioned concrete bridges, based upon previous research and field studies. Undertook in situ stress measurements and structural tests on some 150 bridges and structures throughout the UK, Europe and Far East. Responsible for drafting initial research study and framework for load testing of bridges on behalf of the National Steering Group.
Dr Susanné Buchner, BSc, PhD, CEng, MICE, FIDE
Joined full-scale structural research team at Surrey University in 1983. Awarded PhD in 1989 for research monitoring of full-scale structures during demolition and in situ measurement of long-term prestress losses in existing structures. Worked in conjunction with Dr Lindsell on all structural testing projects since 1983 to present time. Joint author of research reports for TRL and National Committee on Load Testing of Bridges. Presented numerous lectures and papers on in situ stress measurements and live load testing of bridges throughout the UK.

STRUCTURAL DEMOLITION
Peter Lindsell & Associates have extensive experience of structural demolition, dating back to 1970. Particular expertise is available for the planning and supervision of the demolition of post-tensioned concrete bridges and complex structures.
DEMOLITION EXPERTISE:-

Commenced demolition activities in 1970 with selective demolition of five 3-span continuous post-tensioned segmental bridges. Established a Demolition and Recycling Research Unit at Surrey University in 1983. Initiated structural monitoring and stress measurement techniques in order to record the behaviour of post-tensioned concrete structures during demolition. Research sponsored by CIRIA and SERC grants. Subsequently responsible for the planning and supervision of more than 40 prestressed concrete structures, ranging from bridges, shell roof structures, water retaining structures and nuclear facilities.
Drafted procedures for the controlled demolition of prestressed concrete structures, adopted in H.S.E. guidelines on demolition GS29. Prepared guidelines for the demolition of prestressed concrete structures, published by RILEM/European Demolition Association in 1985. Drafted Singapore National Guidelines for the Demolition and Structural Alteration of Prestressed Concrete Structures in 1991. Prepared Research Report for Department of Transport on Design for demolition of post-tensioned concrete bridges in 1994.
Presented lectures, training courses and full seminars on demolition procedures, specifications, method statements, risk assessments and health & safety plans throughout the UK, Europe, Malaysia, Singapore and Hong Kong.

BRIDGE INVESTIGATIONS
Peter Lindsell & Associates have experience of bridge design, construction, maintenance, repair, strengthening and demolition extending back more than 30 years. Special inspections and detailed structural investigations of more than 50 bridges have been undertaken since 1994.
BRIDGE EXPERTISE:-

Commenced bridge design experience with Hampshire CC in 1967 working on r.c. and post-tensioned concrete briges for the Basingstoke Ring Road and M3 motorway. Gained experience of bridge construction on Andover By-pass and 28 bridges on the M3 motorway during 1969 to 1971. Returned to bridge design for the next three years working on reinforced, prestressed concrete, steel and composite forms of construction for the M27, A3(M) motorways and county roads.
Developed undergraduate courses on the design and construction of bridges at Salford University from 1974-79. Initiated research programme based upon model testing of various bridge abutment designs in conjunction with Hampshire Sub-unit of S.E. Road Construction Unit, leading to PhD degree in 1982. Transferred to Surrey University and became Course Director of the MSc in Bridge Engineering for a period of nine years. Established research team investigating post-tensioned concrete structures during demolition and undertook detailed instrumentation and monitoring of two spill-through bridge abutments on the M25 motorway over a period of 7 years. Continued developing in situ stress measurement techniques at Oxford University and applied techniques to several post-tensioned box girder bridges to determine the residual levels of prestress after 30 years in service. Commenced detailed investigations, structural assessment, load testing and repair of bridges on a full-time basis in 1989. Responsible for comprehensive structural investigations on more than 50 bridges and load testing over 120 bridge spans during the last 10 years.

Selected the bridge design option in Final Year at Surrey University and commenced research studies on the bridge abutment monitoring programme on the M25 motorway. Undertook six years of research testing in the laboratory, on the Channel Tunnel Linings and numerous prestressed concrete bridges during the development of in situ stress measurement techniques for concrete structures. Awarded PhD degree in 1989 for thesis on Full-scale Testing of Prestressed Concrete Structures.
Commenced consulting career in 1988, working on structural assessment, analysis, stress measurements, load testing and maintenance of bridges. Undertaken several hundred stress measurements on bridge structures, investigated and load tested over 100 bridge spans over the last 12 years.
Joint author of draft BA50/93 on Special Inspections for Post-tensioned Concrete Bridges, DOT research report on Feasibility of Strengthening Post-tensioned Concrete Bridges and TRL research reports on Measurement of Prestress Losses.
Published more than 40 papers on the assessment, testing, repair, strengthening and demolition of bridges and presented numerous lectures on these topics at Universities, seminars and international conferences.

Established independent consultancy offering specialist services in five principal areas; forensic engineering, load testing, structural demolition, bridge investigations and nuclear structures. Lectured extensively and organized numerous seminars and training courses on the load testing of bridges, appraisal, repair and strengthening of post-tensioned concrete structures and the demolition of complex structures throughout the UK and the Far East.
Acted as specialist consultant for the Special Inspection of more than 40 post-tensioned concrete bridges affected by partial grouting and chloride ingress. Undertook live load tests and in situ stress measurements on more than 70 structures and bridge decks. Drafted initial research study and framework for National Guidelines on Load Testing of Bridges. Responsible for structural and material investigations of 1km concrete viaduct across River Indus in Pakistan, 12 concrete rigid frame river bridges in Greece and an historic UK concrete viaduct across a tidal river.
Acted as specialist demolition consultant to demolition contractors, local authorities, Department of Transport and Nuclear Authorities on complex demolition and decommissioning projects. Prepared research report for Department of Transport on the “Design for demolition of post-tensioned concrete bridges”, aimed at easing problems during widening and lengthening bridges in the future. 1971-1972 Bridge Design Engineer, S.E. Road Construction Unit
Design of reinforced and post-tensioned concrete bridges for the M27 and A3(M) motorways near Portsmouth. Two through-girder post-tensioned bridges designed for Bursledon Brickworks access across the M27. The main girders have clear spans exceeding 40m and each contain over 2,500 tons of prestress.
1969-1971 Assistant Resident Engineer (Bridges), S.E. Road Construction Unit
Supervision of 28 bridges on the M3 motorway from Basingstoke to the Hampshire/Surrey border. The bridges were built in reinforced concrete, prestressed concrete and steel/concrete composite forms of construction. Nine 3-span continuous post-tensioned decks were subjected to extensive remedial works and selective demolition due to faulty beam manufacture. This project was the first major demolition of continuous post-tensioned concrete structures.

Acted as specialist consultant undertaking Special Inspections of numerous post-tensioned concrete bridges, including motorway bridges and several major viaducts. Undertook full-scale live load testing on a variety of bridge structures including multi-span post-tensioned concrete viaducts, cast-iron/rivetted steel composite decks, historic structures including Hammersmith Bridge, a "Hennebique" reinforced concrete multi-span viaduct and a buried reinforced concrete arch. Responsible for in situ stress measurements and risk assessments on numerous post-tensioned structures and composite bridge decks. Drafted initial research study for National Guidelines on Load Testing of Bridges.

Responsible for feasibility studies, analysis, interpretation and reporting for the full-scale live load testing on a variety of bridges and structures including:-
Assisted in the Technical Review of Phase II Special Inspection Reports and drafted Phase III reports for the subsequent Site Investigations on eleven bridges over the M3 motorway. All bridges are constructed of precast segmental beams, post-tensioned longitudinally to produce a continuous three span structure and were subject to a variety of major defects during construction which resulted in significant remedial works. Also involved in providing technical reviews of the Special Inspections of five bridges within Northern Ireland, including preparation of reports, interpretation of findings and Risk Assessments.
Prepared assessment calculations for consideration of existing structures, including Tuckton Bridge, Dorset and Brockhampton Bridge, Hampshire. Calculations included consideration of existing weight restrictions and overall stability problems.
Provided a Technical Audit on 30 Pre-tender and 15 Construction Health and Safety Plans. Work included preparation of a tabulated rating system for highlighting the strengths and weaknesses and the degree of compliance within the CDM Approved Code of Practice and Managing Construction for Health and Safety.
Responsible for the preparation of Expert Witness Evidence in the defence of a Demolition Contractor. The case concerned the collapse of an internal block wall during the segmental demolition of a car park, which enclosed a service facility. Documentation included technical reporting with supporting calculations.
Produced schedules and routines for the overall care and maintenance of various complex structures within several Nuclear Power facilities. Procedures included site inspections, identification of all structural elements and the development of appropriate inspection requirements.

Improvement Scheme: Road dualling project, contract value £40m, including cut and cover tunnel, prestressed concrete bridges, contiguous bored pile retaining walls, diaphragm walls and steel footbridges. Project Engineer responsible for responding to general site queries from the Contractor and the Resident Engineering staff, public enquiries, temporary works checks, re-design works, client liaison and overall coordination/liaison between site and the design office.
M621/M1 Link Roads:Urban motorway improvement scheme. Performed preliminary and detailed design of a cable stayed steel footbridge. Responsible for coordinating design of major retaining walls, producing Approval in Principal documentation, liaison with Checkers and management of Design/Check certification procedures.
New Free Bridge: Performed detailed design of superstructure for a 60m span steel composite cable stayed bridge adjacent to Ironbridge, Telford. Responsibilities included resolution of check comments, assisting with preparation of contract documents and general tender procedures. Upon award of the Contract, responsible for resolving design queries and finalising construction sequence.
Dee Estuary Bridge: Member of team performing design of cable stayed bridge with continuous approach viaducts, spill-through abutments and tension piers. Responsible for design of the asymmetric cable stayed structure including reinforced concrete A' frame tower, solid reinforced concrete back spans, post-tensioned 200m main span and parallel strand cable stays. Responsibilities also included liaison with Category III Checker, resolution of comments and finalising working drawings.
